PostNL (PNA) service 4944: blank labels

We are seeing shipments booked with PostNL service 4944 return blank labels. The cause is on the carrier side: PostNL is returning label responses without content.

Bookings may still be created, but the labels are empty and cannot be used.

We have raised this with PostNL and are waiting for their analysis and fix.
